Entiros Strengthens Municipal Services in Linköping with an AI Agent for Solar Energy Advisory

Linköping Municipality has assigned Entiros AB to develop an AI agent that improves the municipality's advice on installing solar panels for residents. The solution is designed to work within existing workflows and demonstrates how AI – based on structured data and clear regulations – can provide concrete and reliable value in municipal services.

The AI agent provides guidance in two main areas. Firstly, residents can quickly and easily access general information by asking questions about solar energy, technology and conditions. Secondly, the service offers more formal advice, where property data and applicable regulations are analysed to provide a clear indication of whether a building permit or building notification is required.

“The aim is to make it easier for residents to get answers and understand municipal regulations. This service increases our accessibility to citizens and businesses, allowing them to find out what applies when it suits them,” says Sebastian Monell, Head of Building Permits & Municipal Surveying.

Focus on business benefits and AI in production

The assignment has a clear focus on utility, quality and productivity – not just on testing AI technology. The AI agent is built to work within defined frameworks, with control over data, structure and context, which makes it possible to use AI safely and reliably in live business flows.

Once data, regulations and context are in place, AI agents can be put into production and contribute to both higher productivity and better quality. Support for both residents and administrators

The AI agent does not make any formal decisions, but acts as a guiding support based on current regulations. In more complex cases, residents are referred to the municipality's case workers for further assessment.

For the municipality, the solution means that many recurring questions can be handled digitally, which relieves the burden on administrators and frees up time for cases that require human assessment. For residents, the threshold for obtaining accurate information is lowered, while advice is available around the clock.
